The NCAA Division II Legislative Relief Committee (LRC, formerly CLR/ARS) may issue a blanket waiver in order to temporarily provide relief from NCAA legislation for specific extenuating circumstances that have a reasonably demonstrated widespread impact. Please note that the following summary of waivers is for a specific division (Division II), a specific time period and for a specific set of circumstances. If the waiver circumstances and the time period of the waiver apply, submission of a separate waiver application is not necessary. If an institution,conference or committee's circumstances do not meet the requirements of, or are dissimilar to, the blanket waiver, a Legislative Relief waiver application will need to be filed with the NCAA staff.
NCAA Division II Legislative Relief Committee Approves Blanket Waiver: Organized Competition Academic Year In Residence Requirement Application – Approved April 2025
The NCAA Division II Legislative Relief Committee approved a blanket waiver to specify that a student-athlete serving an academic year in residence under NCAA Division II Bylaw 14.4.3.4.2 (participation in organized competition before initial collegiate enrollment), is no longer required to fulfill the academic year in residence before being eligible for competition in the 2025 fall term.
The blanket waiver will be effective for the 2025-26 academic year and applicable to student-athletes who are required to fulfill the academic year in residence requirement per the organized competition legislation for the 2025 fall term.
In granting this request, the Legislative Relief Committee noted:
- With the adoption of NCAA Division II Proposal No. NC-2026-5 (eligibility -- athletics eligibility -- seasons of competition: 10-semester/15-quarter rule -- criteria for determining season of eligibility -- participation in organized competition before initial collegiate enrollment -- elimination of academic year in residence requirement), student-athletes who initially enroll full-time at a Division II institution on or after August 1, 2025, will no longer be subject to the academic year in residence requirement if they are charged with the use of a season of competition per the organized competition legislation.
- Approving this waiver promotes student-athlete well-being and creates consistency in the application of Proposal No. NC-2026-5 to all student-athletes for the 2025 fall term.

The NCAA Division II Legislative Relief Committee issued a blanket waiver providing relief of the following legislation:
- Bylaw 7.3.1.5.20 -- Athletics Diversity and Inclusion Designee.
- Bylaw 7.3.5.2.6 -- Athletics Diversity and Inclusion Designee.
In granting the request, the Division II Legislative Relief Committee noted:
- More than 20 states have passed legislation over the last two years that prevents dozens of member institutions in all three divisions from complying with these requirements. In turn, the NCAA has previously provided relief to these requirements on an individual basis as the laws become effective and member schools make operational adjustments to comply.
- On January 21, 2025, President Donald Trump signed an Executive Order (EO) titled “Ending Illegal Discrimination and Restoring Merit-Based Opportunity”, EO 14173. EO 14173 calls for the federal government to develop plans to investigate and consider significant enforcement actions against any college or university that may engage in “DEI discrimination” actions. Given the nationwide impact of the EO, blanket relief for all member schools from these requirements is necessary.
The blanket waiver is effective through the 2025-26 academic year.

NCAA Division II Legislative Relief Committee Approves Blanket Waiver: Division II Women’s Ice Hockey Additional Annual Exemption - Approved September 11, 2024
The NCAA Division II Legislative Relief Committee approved a blanket waiver to permit Division II women’s ice hockey programs to participate in one scrimmage/exhibition contest against outside competition and exempt the contest from the maximum number of women’s ice hockey contests/dates of competition as set forth in Bylaw 17. Under the current legislation, Division II women’s ice hockey programs must count their participation in all scrimmages/exhibition contests towards their maximum number of contests/dates of competition. The blanket waiver will be effective for the 2024-25 women's ice hockey season only.
In granting this request, the Legislative Relief Committee noted:
1. NCAA Division II women’s ice hockey legislation was intended to mirror Division I legislation; however, due to a recent change in the Division I annual exemption legislation, Division II now has one less annual exemption;
2. Not having access to the additional annual exemption adversely effects Division II women’s ice hockey programs; and
3. The American Hockey Coaches Association supports the waiver request.

NCAA Division II Committee for Legislative Relief Approves Blanket Waiver : Division II Women’s Basketball Recruiting Calendar - Effective June 13-15, 2024
The NCAA Division II Committee for Legislative Relief approved a blanket waiver to permit Division II women’s basketball coaches to perform off-campus evaluations of prospective student-athletes June 13-15, 2024, under Division II Bylaw 13.17.2 (women’s basketball). Per current legislation, June 13-15, 2024, is during a quiet period, making it impermissible for a Division II women’s basketball coach to perform off-campus evaluations of prospective student-athletes. The blanket waiver will be effective for the weekend of June 13-15, 2024, only.
In granting this request, the Committee for Legislative Relief noted:
- NCAA Division II Proposal No. 2020-9 was designed to mirror the Division I legislation, however, the Division II recruiting calendar classifies the specified dates as during a quiet period, therefore, making it impermissible for Division II women's basketball coaches to perform off-campus evaluations June 13-15, 2024, while Division I women's basketball coaches are permitted to do so;
- Not having access to the recruiting weekend adversely impacts Division II women's basketball programs, coaches and prospective student-athletes; and
- The Women’s Basketball Coaches Association supports such access for Division II women’s basketball coaches to ensure they are receiving the same access as Division I women’s basketball coaches.

NCAA DII Committee for Legislative Relief Approves Blanket Waiver for NCAA Bylaws 17.1.6.3.1-(e) (sports other than football) and 17.23.7 (out-of-season athletically related activities) - Approved January 24, 2024
The NCAA Division II Committee for Legislative Relief approved a blanket waiver to allow all men’s and women’s swimming and diving student-athletes participating in the 2024 NCAA Division II Men’s and Women’s Swimming and Diving Championships to participate in one additional date of competition at a long-course meet immediately after the conclusion of the championships and to permit institutions to provide expenses and coaches to provide coaching instruction to their student-athletes participating in the event.
Additionally, to allow Division II men's and women's swimming and diving student-athletes who have achieved a 2024 U.S. Olympic Team Trials qualifying time (or for Paralympic or international student-athletes, the international equivalent) by March 17, 2024, to continue receiving coaching instruction from their collegiate coaches through the U.S. Olympic Trials, which begin June 15, 2024 (or for Paralympic or international student-athletes through the date of the qualifying trials for their respective country).
For men’s and women’s swimming student-athletes who have not achieved an Olympic Trials qualifying time by March 17, 2024, the waiver permits Division II swimming coaches to continue providing coaching instruction from March 17, 2024, through events ending June 2, 2024. To qualify for this portion of the waiver, a student-athlete must achieve a time within 1% (of either the long-course meters or short-course yards time standards for the 2024 Olympic Trials) for events that are 200 meters/yards or longer and 2% for events that are 100 meters/yards or shorter.
For men’s and women’s diving student-athletes who have not achieved an Olympic Trials qualifying score by March 17, 2024, the waiver permits Division II diving coaches to continue providing coaching instruction from March 17, 2024, through events ending June 2, 2024. To qualify for this portion of the waiver, a student-athlete must achieve a score within 3% of the minimum qualifying score in the relevant individual or synchronized diving event for the 2024 Olympic Trials.
Finally, for swimming and diving student-athletes representing another nation who have not achieved an Olympic Trials qualifying time determined by the equivalent organization of that nation, the waiver permits Division II swimming coaches to continue providing coaching instruction.

- The elite and unique circumstances surrounding student-athletes' potential participation in the 2024 U.S. Olympic Games; and
- The waiver was supported by the NCAA Division II Swimming and Diving Committee.

Division II Blanket Waiver – Division II 50th Anniversary Scholarship.
The NCAA Division II Management Council approved a blanket waiver to permit selected Division II student-athletes to receive the NCAA Division II 50th Anniversary Scholarship and to allow for the scholarship to be exempt from the student-athlete’s individual and team equivalency limit for the 2024-25 academic year.
In granting this request, the Management Council noted:
- The nature of the scholarship is unique and specifically tied to the celebration of the Division II 50th Anniversary;
- Counting the one-time scholarship against individual and team equivalency limits would detrimentally impact Division II athletics programs; and

NCAA Division II Committee for Legislative Relief Approves Blanket Waiver: NCAA College Basketball Academy – Approved February 22, 2023
The NCAA Division II Committee for Legislative Relief approved a blanket waiver to permit Division II women's basketball coaches employed at institutions, located in the locale of the host site of the NCAA College Basketball Academy, to coach participants of the College Basketball Academy in July 2023.
In granting this request, the Committee for Legislative Relief noted:
- The intent of the establishment of the NCAA Girls' College Basketball Academy is to provide an equitable opportunity for women's basketball prospective student-athletes, their chaperones and college coaches to participate in an elite college basketball related event in manner similar to the NCAA Boys' College Basketball Academy;
- The camp creates new resources and programming for youth basketball participants through an NCAA organized event;
- The Women's Basketball Coaches Association (WBCA) will select coaches who will serve as camp directors;
- The camp will provide professional development opportunities for Divisions II women's basketball coaches; and
- Division II coaches may not engage in recruiting conversations with participants during the youth development camps.

NCAA Division II Committee for Legislative Relief Approve Blanket Waiver: Women’s Basketball Recruiting Calendar – Approved March 2022
The NCAA Division II Committee for Legislative Relief approved a blanket waiver to permit Division II women’s basketball coaches to recruit during the weekend of May 20-22, 2022, under Division II Bylaw 13.17.2 (women’s basketball). Per current legislation, the weekend of May 20-22, 2022, would be considered the fourth weekend of May rather than the third weekend of May, thus, not being a permissible contact period. The blanket waiver will be effective for the weekend of May 20-22, 2022, only. The committee noted that proposed legislation to address this issue should be submitted for a vote at a future NCAA Convention.
In granting this request, the Committee for Legislative Relief noted:

The NCAA Division II Committee for Legislative Relief approved a blanket waiver to permit the NCAA Eligibility Center to use a standard date, October 1 for fall enrollees and March 1 for winter/spring enrollees, to determine the end of a prospective student-athlete’s grace period under Division II Bylaw 14.2.4.2 (participation in organized competition before initial collegiate enrollment). The blanket waiver will be effective for the 2022-23 academic year only and applicable to prospective student-athletes who initially enroll at a Division II institution for the 2022 fall term.

In addition, for swimming student-athletes who have not achieved an Olympic Trials qualifying time by the end of their institution's declared season, the waiver permits Division II swimming coaches to continue providing coaching instruction from that date, through events ending by the entry deadline for the Olympic Trials. To qualify for this portion of the waiver, a student-athlete must achieve a time within 1% for events 200 meters/yards or longer and 2% for events 100 meters/yards or shorter of either the long-course meters or short-course yards time standards for the 2019 Senior National Championships. This portion also allows an institution to provide a qualifying student-athlete with expenses to participate in a meet until the entry deadline for the Olympic Trials. In order for student-athletes to continue to be coached by his or her collegiate coach beyond the entry deadline, during the academic year, student-athletes must achieve an Olympic Trials qualifying time not later than that date.
For diving student-athletes who have not achieved an Olympic Trials qualifying score by the end of their institution's declared season, the waiver permits Division II diving coaches to continue providing coaching instruction from that date, through events ending by the entry date, provided the student-athlete achieves a score within 3% of the minimum qualifying score in the relevant individual or synchronized diving event for the 2021 Olympic Trials. This portion also allows an institution to provide a qualifying student-athlete with expenses to participate in a meet until the entry deadline for the Olympic Trials. In order for student-athletes to continue to be coached by his or her collegiate coach beyond the entry deadline during the academic year, student-athletes must achieve an Olympic Trials qualifying time not later than that date.
Finally, for swimming and diving student-athletes representing another nation who have not achieved an Olympic Trials qualifying time by the equivalent organization of that nation, the waiver permits Division II swimming coaches to continue providing coaching instruction.

- The Commission on College Basketball recommended the NCAA establish youth development camps to disassociate its members from the objectionable aspects of nonscholastic basketball;
- The academy will increase the scholastic influence and minimize the involvement of outside third parties in the recruiting process;
- The academy will create new resources and programming for youth basketball participants;
- The academy will provide professional development opportunities for Divisions II and III men's basketball coaches; and

The NCAA Division I staff and Division II Presidents Council approved a blanket waiver permitting Divisions I and II women's basketball coaches and women's basketball specific staff members to attend the Next Generation Showcase during the recruiting dead period on Saturday, April 4, 2020, from 3 to 7 p.m. Central time at the Capital One Center Court inside the 2020 NCAA Women's Final Four Tourney Town (Fan Festival) within New Orleans Ernest N. Morial Convention Center. The blanket waiver approval only permits attendance at Next Generation Showcase events occurring in the NCAA Women's Final Four Tourney Town on April 4, 2020, and does not permit Divisions I or II women's basketball coaches or women's basketball specific staff members to attend any other events involving prospective student-athletes during the dead period. The blanket waiver approval only permits attendance at Next Generation Showcase events occurring in the NCAA Final Four Fan Fest on April 5, 2020, and does not permit Divisions I or II men's basketball coaches or basketball specific staff members to attend any other events involving prospective student-athletes during the dead period, including any events involving the USA Basketball Junior National Team. Further, specifically in Division II, this blanket waiver will be applicable for the next five years (i.e., April 2020 through April 2024).

NCAA Division II Committee for Legislative Relief: NCAA Youth Development Camps Blanket Waiver - Approved December 5, 2018
The NCAA Division II Committee for Legislative Relief approved a blanket waiver permitting Division II men's basketball coaches employed at institutions, located in the surrounding area of an institution selected to host an NCAA youth development camp, to coach participants of the camps in July 2019.
In granting this request, the Committee for Legislative Relief noted:
- The Commission on College Basketball recommended the NCAA establish youth development camps to disassociate its members from the objectionable aspects of nonscholastic basketball;
- The youth development camps will increase the scholastic influence and minimize the involvement of outside third parties in the recruiting process;
- The youth development camps will create new resources and programming for youth basketball participants;
- The youth development camps will provide professional development opportunities for Divisions II men's basketball coaches; and
- Divisions II coaches may not engage in recruiting conversations with participants during the youth development camps.

NCAA Division I Staff and NCAA Division II Committee for Legislative Relief Approve Blanket Waiver: Staff Member Attendance at the Next Generation Showcase – Approved October 2018
Four international NBA Academy teams from China, Africa, Latin America (Mexico) and Global (Australia) will attend the NCAA Division I Men's Basketball Championship as part of Next Generation Sunday. The event is designed to give the high school participants the opportunity to experience the NCAA Final Four, receive educational programming and scrimmage in the Next Generation Showcase.
The NCAA Division I staff and Division II Committee for Legislative Relief approved a blanket waiver permitting Division I and Division II men's basketball coaches and basketball specific staff members to attend the Next Generation Showcase during the recruiting dead period on Sunday, April 7, 2019, from 11 a.m. to 4 p.m. Central time inside the Minneapolis Convention Center in the Buick Arena. The blanket waiver approval only permits attendance at Next Generation Showcase events occurring in the NCAA Final Four Fan Fest on April 7, 2019, and does not permit Division I or Division II men's basketball coaches or basketball specific staff members to attend any other events involving prospective student-athletes during the dead period, including any events involving the USA Basketball Junior National Select Team.
Further, as part of the blanket waiver, Division I institutions should note that attendance at the Next Generation Showcase does not count toward the institution's 130 recruiting person days. All other Division I and Division II recruiting legislation (e.g., contact with a prospective student-athlete) continues to apply.
In granting this request, the Division I and Division II Committees' for Legislative Relief noted:
- The celebratory nature of the NCAA Final Four Fan Fest and Next Generation Sunday, including the Next Generation Showcase, will provide educational programming daily to its participants.
- Approval of the blanket waiver allows the NCAA Division I and Division II governance structures time to assess the basketball recruiting dead period legislation and events held in conjunction with the NCAA Division I Men's Basketball Championships.
- The blanket waiver was supported by the National Association for Basketball Coaches.
- The blanket waiver was requested by the NCAA Division I Men's Basketball Oversight Committee and supported by the NCAA Division II Men's Basketball Committee.
