COMMISSION RECOMMENDATIONS

Create Realistic Pathways for Student-Athlete Success
  • Separate the collegiate track from the professional track by ending one-and-done.
  • Allow student-athletes to test their professional prospects and maintain their eligibility if they do not sign a professional contract.
  • Permit students to receive meaningful assessment of professional prospects earlier with assistance from certified agents.
  • Provide resources to make the promise of a college education real.
Establish Professional Neutral Investigation and Adjudication of Serious Infractions and Hold Institutions and Individuals Accountable
  • Implement independent investigation and adjudication of complex cases.
  • Enact and impose core punishments with significant deterrent effect.
Mitigate Non-Scholastic Basketball’s Harmful Influence on College Basketball
  • Reform non-scholastic basketball and make its finances transparent.
  • Enlist the apparel companies in transparency and accountability efforts.
  • In cooperation with partners, establish NCAA youth basketball programs.
  • Enact changes in rules governing recruiting and coaches’ interaction with recruits and student-athletes.
Add a Significant Cadre of Public Members to the NCAA Board of Governors
  • Change rules to include at least five public members to the NCAA Board of Governors, the Association’s highest governing body.
  • Include one public member on the Board of Governors’ Executive Committee.

Working Groups

The Division I Council has developed eight working groups to address recommendations from the independent Commission on College Basketball.

The groups are focusing on the four strategic areas identified by the commission.
